Quito
Ecuador's capital is a low slung city of two million carpeting a narrow valley 2800 metres above sea level. Happily, it differs from other South American cities in that the streets accommodate pedestrians, there are very few cars and the air is clear and breathable. It's picturesque city, constantly bordered by voluminous clouds that actually seem to avoid hanging directly over the city and instead skirt the surrounding mountains.
